HOUSTON, TX – December 4, 2025 – Halliburton (NYSE: HAL) has officially announced the promotion of Shannon Slocum to Executive Vice President and Chief Operating Officer (COO), effective January 1, 2026. In addition to his new executive mandate, Slocum has been appointed to the Company’s Board of Directors.
Reporting directly to Jeff Miller, Halliburton’s Chairman, President, and CEO, Slocum will assume responsibility for the company’s global operations. His portfolio will also include business development, global technology, and Health, Safety, and Environment (HSE) standards. CEO Jeff Miller emphasized that this transition allows him to focus on long-term strategic advancement while Slocum drives operational execution. Miller noted, “Shannon brings global operations experience and proven leadership that strengthen our ability to maximize asset value for our customers.”
Slocum’s career at Halliburton began in 2005 as a senior manager of innovation and marketing. Since then, he has demonstrated excellence across a variety of leadership roles, including Senior VP of Global Business Development and VP of Cementing. Most recently, he served as President of the Eastern Hemisphere. Slocum holds a Bachelor of Science in industrial technology from Lamar University.
Succeeding Slocum as President of the Eastern Hemisphere is Rami Yassine, who currently serves as Senior Vice President of the Middle East North Africa (MENA) region. Yassine joined Halliburton in 2002 and has built a distinguished career in technology and operations management. His previous leadership roles include Senior VP of the Drilling and Evaluation division and VP of Sperry Drilling.
Yassine’s deep operational roots in North America and the Middle East position him to lead the Eastern Hemisphere’s growth. He holds a bachelor’s degree in industrial engineering and an MBA from Texas Tech University. Together, these appointments reinforce Halliburton’s focus on global operational excellence and technological innovation heading into 2026.
