The Republic of the Congo (Brazzaville) has entered a major energy partnership with Southern Petrochemical Group Yonghua Company through a USD 23 billion oil and gas development agreement. The collaboration targets three blocks—Banga Kayo, Holmoni, and Cayo—with ambitions to raise the country’s daily oil production to 200,000 barrels by 2030. Cumulative output from these areas is projected to exceed 1.3 billion barrels by 2050.
A key aspect of the project is its integrated approach to resource use. Beyond crude extraction, the plan emphasizes harnessing associated gas to support domestic energy needs and minimize flaring. The development will include gas commercialization facilities to produce LNG, LPG, butane, and propane, strengthening both local supply and export capabilities. Additional infrastructure will cover gas processing, self-sufficient power generation, and water management.
The initiative also aims to enhance local capacity through the construction of training centers designed to build specialized skills and increase employment. Yonghua brings established expertise to the project, having already developed 237–250 wells in the Banga Kayo block, which currently produces around 45,000 barrels per day. A revised Production Sharing Contract (PSC) defines a three-phase development strategy, underscoring the importance of public-private cooperation in promoting sustainable resource development in Africa.
